Develop the planning for Clear Zones and access management to:
- Develop the ‘user friendliness’ of the central urban area for pedestrians and cyclists by improved accessibility and safety.
- Protect and enhance the historic parts of the city.
- Support trade by increasing the attractiveness of shopping areas.
- Minimise pollution impacts (emissions and noise) in sensitive areas.
- Work with property developers to integrate Clear Zones and pedestrian/cycling facilities into their projects
