Alternative transport modes
Implement new infrastructure for alternative transport modes
The main objective of this measure is to plan the improvement conditions for the convenience and safety of pedestrians/cyclists, and to enhance the pedestrian/cycling environment, taking into consideration design, access and security.
Objectives / Innovative Aspects
Creating more attractive conditions for cycling to increase cycle trips in the area helping to reduce car use and congestion.
Development and implementation of of safe, accessible, attractive and convenient cycle routes, linking key destinations including town and district centres, schools, transport interchanges and business centres. It is planned to install 14.3km of cycle path in Preston, and 8.6km in South Ribble, during the project period.

The Measure
1. Building new cycle infrastructure:

  • Increase length of off road cycle paths:
a) In Preston by 30% from 21km in 2004 to a target of 28.5km in 2009
b) In South Ribble by 20% from 21.5km in 2004 to a target of 26km in 2009
  • Improve cycle parking in Preston City Centre
  • Improve conditions for cyclists in Preston City Centre and University area via the Clear Zone and Adelphi Projects

2. Promoting cycle use:

  • Promote cycling through the Travelsmart personal travel planning projects
  • Produce new cycle map of the area
  • Improve signing of cycle routes
  • Via travel plans
  • Special events

3. Plan for future cycle infrastructure:

  • Produce a new cycle network plan for Preston
  • Carry out more detailed studies of other areas in Preston which cause problems for cyclists such as the Docks area
  • Produce a cycle strategy for Leyland

4. Improve monitoring of cycling in the area by increasing number of automatic cycle counters

Implementation Status
The length of the cycle network in Preston has increased. The Adelphi Quarter and Clear Zone Projects include improvements to cycle facilities in the area, including contraflow cycle lanes making it easier to cycle to Preston city centre and university. The renovation of parks south of the city centre includes improvements to cycle routes through. Proposals for improving signing of cycle routes in South Ribble and in west Preston are being drawn up.The provision of secure cycle lockers in Preston City Centre is also being planned. A feasibility study has been carried out into allowing contraflow cycling on a main corridor through the city centre. Initial results from the Travelsmart Project in South Ribble suggest a 75% increase in cycle use in the area covered.

(Expected) Results
Initial results from the Travelsmart survey suggest 75% increase in cycle trips in South Ribble and 35% in Preston.

At the two sites where automatic cycle counters were in place at the start of the project cycle use has increased by 8%. The Department for Transport on road traffic surveys in the area suggest an increase of cycle use of 13%.

If measures carried out in the CIVITAS project had not been implemented cycle use in the area would have probably continued to decline. However cycle use remains low by European standards and more could be achieved if the area had a better cycle network.
